Criminal prohibition of marijuana causes the greatest harm. No one should be arrested or jailed for responsible cannabis use. Yet, every two minutes, someone in America is arrested for violating marijuana laws. Most are handcuffed, many spend time in jail, and all face discrimination, stigmatization, and collateral consequences of a criminal record.

For over 50 years, NORML has fought to end these senseless arrests and expunge criminal records. With more states enacting adult-use legalization and more localities adopting decriminalization, annual marijuana-related arrests have fallen precipitously. Over 2.4 million Americans with past cannabis convictions have had their records cleared.

Ongoing Challenges and NORML’s Role

Despite progress, challenges remain. Some jurisdictions, like Idaho, are reimposing harsh penalties, even for low-level violations. Texas legislators are using courts to strike down decriminalization ordinances, leading to thousands of arrests. Ohio lawmakers are seeking to recriminalize marijuana-related activities by rolling back legalization or imposing arbitrary bans on product types.
